Improved Computer Rate- Computers (ICR-Computers-I, II, III, IV)

Each level of this technology allows one additional computer operated ship to be built per turn while on a war mobility. This is an exception to (D10.30). This technology must be developed in sequence. The costs are described below. Once you reach level II and higher the increased chance failure applies to all computer ships in the empire. See the rules for Improved AI tech for production costs if the empire has that tech as well.

If you do not have ICR- Computer = Computer Operated ships cost +50% of their EPV (see (D1.030)).
If you have ICR- Computer I = the total surcharge is still +50%.
If you have ICR- Computer II = the total surcharge is now +80% and increases failure chance by +1 (D10.30).
If you have ICR- Computer III = the total surcharge is now +110%.
If you have ICR- Computer IV = the total surcharge is now +140% and increases failure chance by an additional +1 (+2 total) (D10.30).

Example:
The Tholians develop all four levels of this tech. When on a war footing (B20.30, B20.40, or B20.50) they may build up to six computer operated ships. Each will have a surcharge of 140% (even if they only build one such ship).

This tech is only available after a successful R&D program (D1.0) and may not be used before Y170.
