Edge case where two empires attempt to survey the same hex at the same time. New text is in Bold.
(B4.25) OMA Survey. To complete a normal survey of an OMA hex an eligible ship (see below) may be ordered to survey the hex. If it performs a survey in the hex for 12 consecutive segments (which may span two turns) without being disrupted (D15.40), the hex will be surveyed (in the rare case of a tie between two or more empires finishing exactly on the same segment the survey fails for all of them). The newly surveyed space should then be illustrated on the game map. ...
New Rule:
(B6.80) If you have a military base in a TNS hex then you may interdict (F1.30) as if that hex was yours.

Note that fighters and bombers are "per set of 12", not per 12 spaces for placing them into or recalling them from mothballs (or scrapping).
